GENERATIONAL RENEWAL AND WELFARE (LETTER TO THE JOURNAL OF VICENZA)

Caro Direttore,
mi fa piacere che la mia lettera sui giovani e il rinnovamento generazionale, now published by his newspaper a month ago, has prompted some to send letters of response to the newspaper. I was particularly struck last, signed by Mr. By White, who answered at a glance that Italy will not end in the hands of a generation "spineless and without a backbone like that of the twenties and thirties now, and that in times of crisis it is good that we are favoring the ' experience. It 'absolutely hilarious (or tragic, depending on your point of view), that get us out of the quicksand to be the same that have prepared carefully. But this is not the point, nobody wants to go in search of a generational clash, the purpose of my letter was sottolineare come sia necessario cercare un riequilibrio nella classe dirigente: nessuno chiede che tutti i ministri o gli amministratori delegati abbiano trent’anni, ma non è nemmeno possibile che siano tutti tra i sessanta e i settanta. Questo perché è necessario avere un mix, perché le varie generazioni hanno conoscenze e modi di affrontare i problemi totalmente diversi tra loro. Facciamo l’esempio di quello che sarà il problema principale del sistema Italia nei prossimi anni e di cui si parla troppo poco. In Italia si va in pensione a 58 anni, contro i 62 della media OCSE e contemporaneamente la disoccupazione giovanile è esattamente il doppio della media OCSE. Questo com'è possibile? Andiamo in pensione presto ma non liberiamo places for those who need to access the world of work: there is something wrong. The point is that raising the retirement age does not mean to leave a place for beginners to work, but at the same time not increase it imposed on a social security system to the extreme, since it is more and more and pensions to be paid more and longer . Today a worker contributions and income taxes, pays about 45% of his salary to those who are retired, who in his time did not hold more than 30% of their salary. E 'therefore natural that those who started work today will have a pension much lower (by 20-30% cheaper than the last salary) for those who perceive it today. We're not thinking to the future: young Italian on each burdens of debt and € 80,000 € 250,000 of pension debt. This is the legacy that young people receive today, and certainly among the reasons is the lack of younger members of the population in the ruling class. But there is hope: Riccardo Illy in his latest book "The Chinese frog" and in a recent interview takes the view that the current crisis may also contain the opportunity to destabilize sclerotized structures and to allow innovation on the relationship social and economic dynamics. Basically the only real reform in Italy the past two decades came in the first half 90 years in a period of serious economic and financial crisis. When things go wrong it's easier because you are forced to intervene. The British also have a name for a moment like this, they call TINA: There Is No Alternative, there is no choice. One third of European reforms of the labor market and social protection systems in the past two decades have been made in times of recession, let's take a moment to finally negative consequences for positive structural reforms that serve our country.
